SPECIAL Meeting


The Board of Selectmen and the Board of Finance held a Special Meeting at 6:00 PM on 8 May 2014 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal, Selectman Skip Sibley were present. Board of Finance members present were Chairman Andy Russell, Janet Sturges, Chris Kerr, BJ Bernblum, David Woolley, H.P. Garvin, III and Bob Jose, alternate. Also present to answer questions was Gary Yuknat of Shoreline Sanitation.

  • Review Shoreline Sanitation Contract with Board of Finance for renewal:
The purpose of the meeting was to discuss the terms of the current contract with Shoreline Sanitation. If the extension of the contract needed approval at a Town Meeting, it should be put on the agenda of the May 19, 2014 Town Budget Meeting. There was discussion about whether or not this should go out to bid, as it is the largest contract of the Town. The current contract allows for a one-time extension of four years, to be approved by the Board of Selectmen, with future extensions required to go to Town Meeting. Some of this was planned in order to take full advantage of the trucks that Gary had to invest in. With this extension, there are 2 years that the Town would not be paying full boat on the cost of the truck purchase, which results in an automatic savings to the Town. Everyone agreed that the service received from Shoreline Sanitation is excellent, and the accounting is reliable, based on annual audits by our Finance Director, Nicole Stajduhar. It was agreed that the contract obligated the Board of Selectmen to vote whether to extend the contract for another four years. As this is the last extension that we expect per Gary’s comments, there was discussion about drafting an MOU with Gary to work out the appropriate details of the closeout of the contract. A motion was made by Mr. Garvin that the Board of Finance support the Selectmen’s decision and extend the Shoreline Sanitation contract. Second by Mr. Kerr. SO VOTED.
